Da Carta da Terra à Agenda 2030: etnografia das redes de influências

Abstract

The Earth Charter and the 2030 Agenda are important reference documents for environmental education from the perspective of sustainable development resulting from international environmental events organized since the 1990s by the United Nations in conjunction with governmental and non-governmental entities. With the growing process of globalization, more and more public-private partnerships are being established that interfere with the circulation of ideas and the production of documents, resulting from agreements nuanced by power relations, networks of influences and interests characterized by global governance. Considering these premises, the aim of this article is to understand how these networks of influences are formed and interfere in public policies, including documents signed at international environmental events linked to environmental education. Based on the assumptions of qualitative research, the methodological procedures used were bibliographical and documentary research, as well as consultation of institutional websites linked to the documents mentioned, anchored in the method of network ethnography. From the research carried out on various websites and news items linked to the Earth Charter and Agenda 2030, it was possible to see that the public-private partnerships established involve different actors and types of transactions that are complex to identify, as well as a diverse portfolio of investments and donations in the form of philanthropy. Networks of influence are established to guarantee profits and move freely through the government sphere, revealing the global governance movement that involves different actors and institutions in defending and presenting creative solutions to complex problems, such as environmental education and sustainability.
