Uma análise da linguagem dos avanços da cooperação internacional do Mercosul em direitos humanos por meio de seus acordos e tratados

International cooperation in Mercosur, since its creation, aimed to strengthen the States Parties and promote regional integration. Several projects were implemented with support from international organizations and partner countries, covering areas such as health, education, environment, gender, inter-regional trade and productive integration. In addition to extra-regional cooperation, the need to promote internal strategies to reduce asymmetries between members was recognized, including transversal cooperation between developed and developing countries. In view of this, this research aims to investigate Mercosur's integrative/collaborative activities related, specifically, to the promotion and protection of human rights, based on documents that explain cooperation agreements, therefore, what is normatively and linguistically agreed and reflects the advances experienced. Using, for this, a predominantly qualitative approach, which analyzes normative and linguistic documents, including the Treaty of Asunción, and data from the official Mercosur website to obtain comprehensive information on international cooperation efforts. The study also takes a descriptive and predominantly theoretical approach, divided into two parts: the first addresses the evolution of the structure and functioning of Mercosur, contextualizing the inclusion of the protection of human rights in its priority interests. In the second part, the bloc's current efforts to promote and protect human rights are analyzed, defining the focus of ongoing activities. Finally, the study is justified, due to the need to investigate activities and projects, with the aim of subsequently developing an observatory of Mercosur social practices in the Postgraduate Program in Sociocultural Practices and Social Development.
