O propósito é sistematizar reflexões em torno dos princípios políticos e operacionais da educação mediada por tecnologias educacionais em rede. Inicialmente, destaca-se as diretrizes das políticas públicas educacionais vigentes. Problematiza-se avanços e desafios da mediação pedagógica na educação a distância no contraponto com a dimensão democrática da educação aberta, com ênfase para os Recursos Educacionais Abertos (REA). Apresenta-se exemplares de programas de formação de professores em formatos emergentes como os Small Open Online Courses (SOOC). Nesse contexto, argumenta-se que aprimorar e consolidar Fluência Tecnológico-Pedagógica (FTP) é essencial para ampliar condições de acesso, permanência e conclusão dos estudos com sucesso.
